Chemical Industries Standards Generating Body (CISGB)

Overview

The Chemical Industries Standards Generating Body (CISGB) is in a second term of office as a SAQA statutory body. Nominations were called for in 2005 to reconstitute the CISGB for another three-year term.
 
The chairperson, Delysia Timm and the deputy chairperson, David Nyama, both have sound subject matter and education backgrounds. In June 2005, after much reflection and evaluation, the CISGB's model of operation and organization was restructured to ensure a more focused approach to qualification development and review.

In terms of the model the CISGB's Operations Committee, consisting of the elected CISGB chairperson, deputy chairperson, Steering Committee chairpersons, one specific labour seat and one additional member meets on a monthly basis, whereas the full CISGB meets at least quarterly. The Steering committees and SGGs meet / workshop as per project requirements in terms of the CISGB's business plan. 

The CISGB is sponsored by CHIETA. The sponsorship includes an office at the CHIETA Head Office. Two CISGB contractors staff this office, namely Ansa Kilian-Liebenberg as consultant and Fikile Makhoba as administrator.  The office functions as the hub of liaison activities, both internally and externally.

The CISGB's SAQA brief / scope
  1. Research, identify, source and/or develop potential qualifications, unit standards and learning pathways across the three sub-fields (Manufacturing, Engineering and Technology) for the Chemical Industry [Regulation 24(1)(e)].
  2. Generate qualifications and standards in accordance with SAQA requirements [Regulation 24(1)(a)].
    These would cover unit standard-based qualifications, NQF Levels 1 to 4, in the areas of
    • petroleum
    • base chemicals
    • fertilizers
    • explosives
    • glass
    • surface coatings
    • fast moving consumer goods
    • pharmaceuticals
    • speciality chemicals
    • chemical engineering

  3. Chemical-related safety, storage and logistics unit standards, where essential as part of the outcomes of a qualification, should also be included. Should these unit standards be of generic importance to other SGBs their collaboration would be sought.
  4. Recommend the standards and qualifications generated under (2) above to the NSB [Regulation 24 (1)(c ) or similar body  as advised by SAQA.
    Recommend criteria for the registration of assessors and moderators or moderating bodies [Regulation 24 (1)(b)].
  5. Review the CISGB registered qualifications and standards and those qualifications and standards in the scope of the Chemical Industries Sector Education and Training Authority's (CHIETA's) ETQA, inclusive of the engineering, manufacturing and assembly qualifications (NQF Levels 1 to 4) registered prior to the CISGB's first term of office [Regulation 24 (1) (b)].
  6. Maintain liaison, during the process of developing and reviewing qualifications, with other related SGBs as directed by NSB 6 or similar body [Regulation 24 (1) (e)], inclusive of those at FET and Higher Educations levels of the NQF.
