1. Purpose

To outline the consultation process that will be followed within the CHIETA-defined regions and spell out the powers, functions and composition of the two consultation structures that will be established within the specified regions.

  • The two consultation structures per region are:
  • The regional Co-ordinating Committee (RCC)
  • The Broad Regional Forum (BRF)
2. Provincial coverage

Up to six Regional Coordinating Committees will be established to cover activities of the regional stakeholders in the nine provinces.  The geographical layout of the Regional Coordinating Committees will be as follows:

  • Committee for Gauteng, incorporating Northern Province and North West (other than the North West part covered by Sedibeng)
  • Committee for Mpumalanga
  • Committee for Sedibeng, incorporating the Vaal Triangle and Free State and the southern part of the North West
  • Committee for the Western Cape, incorporating the Northern Cape.
  • Committee for Kwa Zulu Natal
  • Committee for the Eastern Cape

All Broad Regional Forums will be organized by the Regional Coordinating Committees except for the sitting of the Mpumalanga BRF which shall, unless otherwise specified by the CHIETA, be held jointly with the Gauteng session.

3. Functions of the Broad Regional Forum

The functions of the Broad Regional Forum are to:

  • Provide a vehicle for communication at first point of contact between the CHIETA and key regional stakeholders being employers, and employee organisations in the Chemical sector.
  • Enable the CHIETA, the Department of Labour, other government departments and agencies to discuss emerging policy issues and operational matters, and engage in joint projects of mutual interest.
  • Identify and channel issues of strategic interest to the relevant CHIETA structures or divisions, including Chambers, the ETQA structures, Skills Planning, and the Standard Generating Body
  • Contribute to the identification of critical skills, the development of appropriate learnerships, and the dissemination of information to learners in these areas
  • Identify Best Practices in manufacturing, training provision, learner selection, quality management systems, etc., and serve as a conduit to share this information with interested stakeholders
  • Encourage the participation and development of BEE firms and co-operatives in the Region, and the alignment of Equity with Skills Development amongst stakeholder Workplace Skills Plans
  • Proactively update and build capacity amongst CHIETA stakeholders and chemical-related Professional Bodies, Educational institutions, Non-governmental Organizations, Community-based organizations and community-based co-operatives about CHIETA initiatives
  • Engage and communicate with local area committees for the management of the existing apprenticeships and where local committees are not in existence, ensure that some representation of organizations that are still in apprenticeships is secured.
4. Functions of the Regional Coordinating Committee

The Regional Co-ordinating Committee is established to work closely with the relevant CHIETA regional office for the purpose of identifying, facilitating, managing and co-ordinating the BRF, and contributing to the implementation of the Regional Strategy.

5. Composition and Membership of the Regional Coordinating Committee

5.1 All levy paying employers and their related employee associations shall be invited to participate in the activities of the Regional              Coordinating Committee

5.2 The Coordinating Committee will consist of:

  • Equal numbers of employers and employees, covering all active sub-sectors/chambers in the region and employees or chemical sector trade unions.
  • Public and private providers, represented by up to three representatives
  • Provincial Departments of Labour and Education, represented by one representative each
  • Critical Interest Groups, represented by one representative each
  • Other government departments and agencies may be called upon to contribute to the forums where necessary
  • Officials of the CHIETA other than the nominated representative may attend meetings of the committee as required for the efficient discharge of business
  • Other persons may be invited to the meeting of the Broad Regional Committee to present issues of mutual interest for discussions, and take part in the proceedings
  • Wherever possible, small, medium and micro enterprises will be represented, as well as Companies from remote areas
  • The Coordinating Committee will be mindful of gender and equity profiles amongst its representatives

5.3 To ensure continuity in meetings and optimum participation each member of the RCC will be entitled to nominate an alternate of              their choice provided that the alternate represent the same constituency as the principal members.
5.4 In the interests of capacity building, principal member will be entitled to attend together with an alternate at least one                     meeting in a year.

6. Composition and Membership of the Broad Regional Forum

6.1 The sitting of all the employers, trade unions/employee associations and all critical stakeholder of the Chemical Sector in a specific region will be known as the Broad Regional Forum.
6.2 The Broad Regional Forum will be attended by the Regional Coordinating Committee members plus:

  • Skills Development Facilitators organization
  • Human Resources and/or Training Managers
  • Chairperson of the Skills Development Committee (SDC)
  • Regional trade union officials
  • Trade union representatives of the SDC
  • Public and Private Providers
  • Relevant critical interest groups

6.3 Unless otherwise specified by the CHIETA the total number of participants that will be permitted to participate in the Broad Regional Forum will be limited to two persons per Company and/or per site.

7. Chairing

7.1 The chairing of meetings will rotate between the employer and employee groupings that shall be reflected in the membership of the Regional Coordinating Committee
7.2 The Regional Coordinating Committee shall elect both the chairperson and deputy chairperson on a two-year term cycle
7.3 The deputy chairperson must be appointed from a different member Company to the one represented by the Chairperson
The Chairperson and deputy Chairperson of the Regional Coordinating Committee and the Regional Manager will be responsible for agreeing the agenda and co-facilitating the Broad Regional Forum

8. Meetings

8.1 Regional Broad Forum shall meet at least twice (2) a year (biannual), while the RCC shall meet at least three (3) times in a year.
The Secretariat function for both the RCC and the RBF will be provided by the appropriate regional office of the CHIETA which shall discharge the following responsibilities:

  1. Develop the agenda in consultation with the Chairperson and Deputy  Chairperson of the Regional Coordinating Committee
  2. Circulate notices of the meeting and the agendas,
  3. Record and distribute minutes, and
  4. Follow up on all actions agreed in the meetings.

All proceedings shall be recorded and minutes must be sent out no later than 14 working days after the adjournment of the meeting in which the minutes were recorded
There shall be no quorum in both sessions, unless if in the Chairperson judgement after consultation with the Regional Manager, a RCC meeting is deemed to be unrepresentative due to poor attendance or based on some reasonable grounds, they may reschedule the meeting to a later date. Notwithstanding the provisions of clause 8.1 above the RCC and the BRF may determine the timing and frequency of the meetings.

9. Delivery and Prioritisation of Actions

Actions agreed by the RBF/RCC shall be communicated to the functional CHIETA departments by means of inclusion and discussion at Joint Chamber meetings. Items shall be presented to the Joint Chamber Meeting by any of the CHIETA Regional Manager, RCC Chair or Deputy Chair.
Items of extreme high priority, as determined by the RBF/RCC, that need to be brought to the Chambers’ attention can be channelled to the Chamber Coordinator for that office to communicate to Chambers.
