1. NSF PROGRAMME  

In 2001, the Department of Labour (DoL) requested that each Sector Education Training Authority (SETA) propose a programme of activities for NSF funding which would compliment the SETA’s Sector Skills Plans (SSP), and contribute to achieving national development priorities. The national priorities targeted by the NSF covered a broad range of social and economic issues, and that were are outlined in the government’s National Skills Development Strategy (NSDS); Human Resource Development Strategy (HRDS); Social Development Action Plan; and the Integrated Action Plan to Accelerate Growth, Employment and Investment.

Resources of the National Skills Fund were to be used to augment and strengthen areas of skill development across the SETAs and provinces. Within SETAs the funds could be used to bridge gaps between the programme of skills development laid out in the Sector Skills Plan (SSP), and the broader needs and priorities articulated in the NSDS, HRDS and other documents.

The Chemicals Sector Education & Training Authority (CHIETA) thus embarked on an extensive review of the Sector Skills Plan and the CHIETA’s strategic objectives; consulted the various governing structures and functional committees and gave due consideration to the operational priorities and pilots including learnerships, quality assurance and capacity building, before it proposed a programme of activities that comprised the following six (6) projects:

  • The development of 20 Chemical Manufacturing SMMEs through the implementation of capacity building interventions.
  • A FET / HET Bridging Project for 300 unemployed learners to assist especially black women, to enter the labour market, by upgrading their skills in mathematics and science and facilitating their entry into chemical industries sector learnerships at NQF level 5 linked to scarce skills in the sector.
  • Capacity building project for education and training providers to deliver skills programmes and learnerships to meet SAQA, ETQA and sector requirements.
  • Adult Basic Education & Training (ABET) Project in the chemical industries sector, affording learners the opportunity to acquire a General Education & Training Certificate (GETC) by participating in ABET skills programmes linked to the Chemical Operations Learnership at NQF 1.
  • HIV & AIDS Project promoting effective management of the pandemic.
  • Recognition of Prior Learning (RPL) model  to promote and facilitate the co-ordination and management of RPL in the sector.
