The CHIETA Chief Executive Officer (CEO) Khathutshelo Ramukumba, recently announced, that the CHIETA Management Committee (MANCO) has made recommendations to the organisation’s Governing Board regarding a potential realignment of business units.
This realignment is part of the organisation’s ongoing efforts to streamline the impact of the business’ operations and to effectively reshuffle the CHIETA’s human capacity in a manner that will allow the SETA to achieve the outcomes that would position CHIETA for the new landscape.
As such, below is an outline of the changes that have been approved, based on the recommendations that were made to the CHIETA Governing Board. These changes came into effect on 1 October 2019.
- New Organisational Structure
A. Learning and Development Business Unit (L&D BU):
Effective from 1 October 2019, the following current CHIETA functions will form part of the L&D BU:
- Strategic Projects
- Delegated QCTO functions
- Qualification Development
It is important to note that the implementation of the L&D BU will be subject to the final conclusion of engagements and the signing of a Service Level Agreement (SLA) with QCTO, As a result, this part of the change will only be considered for full implementation on 1 April 2020.
B. The Research, Strategy Planning, Monitoring & Evaluation Business Unit:
The Research and Skills Planning Business Unit will still remain the custodian of the CHIETA’s Sector Skills Plan (SSP). As part of the realignment, this business unit will, however, be taking over the development of Strategic Plans and Annual Performance Plan, over and above its current functions. Furthermore, an additional new function of Programme and Projects Monitoring and Evaluation will be assigned to this Business Unit.
C.The Governance and Risk Business Unit:
As reflected above, the Strategic Plan Development function will no longer form part of the Governance and Risk Business Unit. The following functions will be housed under this Business Unit:
- CHIETA Governance
- Risk Management
- Performance Reporting APP
- Board & Board Committee support
- Compliance reporting
- Ethics Management
- Internal Audit (Outsourced function)
- APP achievement’s Monitoring and Evaluation
- Corporate Services Business Unit (The Corporate Services Business Unit is a new BU within the CHIETA structure. It is a support function across all CHIETA BU’s which consists of currently existing support functions)
- Human Resources
- Legal Services (New function)
- Stakeholder Communications and Marketing
- Facility Management
- Occupational Health and Safety
D. The Finance Business Unit:
No changes will be introduced in the Finance Business Unit, this unit will continue to own the CHIETA’s Financial Management and Accounting Framework, as well as the Supply Chain Management function.
2. Staff Movements
Effective 1 September 2019, the following staff redeployment has been implemented, in order to bring the above organisational structural changes into effect: Corporate Services Business Unit:
A. Mrs. Jay Moodley has been redeployed from the ETQA Executive Manager role to the new role as Executive Manager: Corporate Services effective from 1 October 2019 to 31 March 2020.
- ETQA Business Unit:
Mr. Thulani Shabalala has been redeployed from the Executive Manager: Strategic Projects position to the ETQA Executive Manager position, effective from 1 October 2019 to 31 March 2020.
- Strategic Projects, Grants and Regions Business Unit:
Mr. AshvirIsseri has been appointed as acting Executive Manager: Strategic Projects from 01 October 2019 to 31 March 2020.
Ms. Princess Moumakoe has been assigned additional responsibilities as Grants Manager over and above her current duties as Strategic Projects & WIL Manager from 1 October 2019 to 31 March 2020.
